Thomas Reed is the Director of the FCC’s Office of Communications Business Opportunities.

OCBO’s core mission is to help the Commission create policy that promotes a diversity of voices over the airwaves and in the communications industry generally, to open up opportunities to all Americans to participate in and benefit from a robust communications environment. Thomas assumed the directorship in August 2009 after a long career as a litigator in both the government and private sectors. Prior to joining the FCC, he was Of Counsel at the law firm, K&L Gates LLP in Washington, DC, where his practice focused on a broad range of issues including commercial litigation, corporate governance, investment management, and civil rights. At K&L, Thomas specialized in regulatory issues affecting women and minority-owned businesses. He has worked extensively with some of the nation’s largest organizations that seek to advance the competitive interests of women and minority-owned businesses. Also immediately prior to joining the FCC, Thomas served as Legal Counsel to the National Coalition on Black Civic Participation and as Vice Chair of the Fairfax County Virginia Board of Elections. Prior to K&L, Thomas worked for several years as a Senior Trial Attorney in the Civil Rights Division of the U.S. Department of Justice where he prosecuted state and local jurisdictions whose voting practices weakened the voting strength of minority voters in violation of the Voting Rights Act of 1964 or failed to provide disabled citizens an equal opportunity to register to vote in violation of the National Voter Registration Act of 1993. While in private practice, Thomas was a regular commentator on disadvantaged business enterprise certification procedures for companies pursuing federal transportation contracts and strategies for companies contesting decertification actions. Thomas’ civic activities include his work on the board of Communities in Schools, one of the nation’s most successful drop-out prevention programs. He received his bachelor’s degree from Princeton University and his law degree from the University of Chicago Law School.

on March 6, 1936.
From an impoverished family, he went on to become a vigorous civil rights
activist and served four terms as mayor of the District of Columbia.

Barry grew up in Memphis, Tennessee,
where he attended
and media notoriety. Subsequently, he abandoned his doctoral studies in
chemistry at the University of Tennessee to join the civil
to open a local chapter. He never left.

Barry quickly became a
formidable politician in the nation’s capital. In 1971,
he was elected to serve on the city’s first school board. Three years later,
when Congress allowed local elections, Barry won a seat on the District of
Columbia City Council. Only the second person elected mayor of Washington, D.C.,
Barry was known for building coalitions with traditionally marginalized
populations, including African Americans, women and homosexuals. Barry held that
office for twelve years.
After a brief hiatus, Barry made a triumphant return to political office
when he won back a seat on the City Council. In 1994,
enthusiastic supporters re-elected Barry as mayor in a landslide victory.

AWARDS DINNER
L.J. Reynolds, who previously began to master his craft as the lead singer of the Relations and next with Chocolate Syrup, burst onto the scene in 1972 as the new lead singer of The Dramatics. The group had one album, (Whatcha’ See is Whatcha Get, 1971) and two hit records (Whatcha’ See is Whatcha Get and In the Rain) when L.J. blended his powerful, dynamic vocals with sharp, rich Dramatics harmony. What ensued was a cascade of hits and fan favorites that include the top 10 ‘Fell For You’ (A Dramatic Experience, 1973), ‘And I Panicked’ (Dramatically Yours, 1974), ‘Door To Your Heart, ‘Just Shopping (Not Buying Anything)’, ‘Come Out Of Your Thing’(Drama V, 1975), ‘Be My Girl’, ‘I Can’t Get Over You’ (Joy Ride, 1976), new
Solo hit Come get to this.
