<p><strong>Thomas Reed<br />
is the Director of the FCC’s Office of Communications Business Opportunities.  </strong>OCBO’s<br />
core mission is to help the Commission create policy that promotes a diversity<br />
of voices over the airwaves and in the communications industry generally, to open<br />
up opportunities to all Americans to participate in and benefit from a robust<br />
communications environment.  Thomas<br />
assumed the directorship in August 2009 after a long career as a litigator in<br />
both the government and private sectors.<br />
Prior to joining the FCC, he was Of Counsel at the law firm, K&amp;L<br />
Gates LLP in Washington, DC, where his practice focused on a broad range of<br />
issues including commercial litigation, corporate governance, investment<br />
management, and civil rights.  At<br />
K&amp;L, Thomas specialized in regulatory issues affecting women and<br />
minority-owned businesses.  He has worked<br />
extensively with some of the nation&#8217;s largest organizations that seek to<br />
advance the competitive interests of women and minority-owned businesses.  Also immediately prior to joining the FCC, Thomas<br />
served as Legal Counsel to the National Coalition on Black Civic Participation<br />
and as Vice Chair of the Fairfax County Virginia Board of Elections.  Prior to K&amp;L, Thomas worked for several<br />
years as a Senior Trial Attorney in the Civil Rights Division of the U.S.<br />
Department of Justice where he prosecuted state and local jurisdictions whose<br />
voting practices weakened the voting strength of minority voters in violation<br />
of the Voting Rights Act of 1964 or failed to provide disabled citizens an<br />
equal opportunity to register to vote in violation of the National Voter<br />
Registration Act of 1993.  While in<br />
private practice, Thomas was a regular commentator on disadvantaged business<br />
enterprise certification procedures for companies pursuing federal<br />
transportation contracts and strategies for companies contesting decertification<br />
actions.  Thomas’ civic activities<br />
include his work on the board of Communities in Schools, one of the nation’s<br />
most successful drop-out prevention programs.<br />
He received his bachelor’s degree from Princeton University and his law<br />
degree from the University of Chicago Law School.</p>

<p>Miller gained fame in the late 1990s with the success of his group <a title="TRU (group)" href="/wiki/TRU_(group)">TRU</a> and his fifth album <em><a title="Ice Cream Man (album)" href="/wiki/Ice_Cream_Man_(album)">Ice Cream Man</a>,</em> which contained his first single &#8220;<a title="Mr. Ice Cream Man" href="/wiki/Mr._Ice_Cream_Man">Mr. Ice Cream Man</a>&#8220;. In 1997, after the success of one his biggest singles to date, &#8220;<a title="Make 'Em Say Uhh!" href="/wiki/Make_%27Em_Say_Uhh!">Make &#8216;Em Say Uhh!</a>,&#8221; went platinum, Miller grew further in popularity. <p>In 1998, P. Miller released his most successful album to date <em><a title="MP Da Last Don" href="/wiki/MP_Da_Last_Don">MP Da Last Don</a></em>. The album was also based on a film that Miller produced, which came out earlier that year with the same name. The album hit #1 on the <a title="Billboard Top 200" href="/wiki/Billboard_Top_200">Billboard Top 200</a> charts, selling over 400,000 copies in its first week. The album was certified 4x platinum, with over four million copies sold, making it Miller&#8217;s best-selling album. In 1999, Miller released his eighth album, <em><a title="Only God Can Judge Me" href="/wiki/Only_God_Can_Judge_Me">Only God Can Judge Me</a>.</em> It was not as successful as his previous album, though it still managed to reach a gold certification. Miller also starred in the movie, <em><a title="I Got the Hook Up" href="/wiki/I_Got_the_Hook_Up">I Got the Hook Up</a>,</em> with <a title="Anthony Johnson (actor) (page does not exist)" href="/w/index.php?title=Anthony_Johnson_(actor)&amp;action=edit&amp;redlink=1">A.J. Miller re-launched No Limit Records as <a title="New No Limit Records" href="/wiki/New_No_Limit_Records">New No Limit Records</a>. On November 28, 2000, he released his ninth studio album, <em><a title="Ghetto Postage" href="/wiki/Ghetto_Postage">Ghetto Postage</a>;</em> with relatively little success compared to earlier releases, selling 500,000 copies; critics ravaged the album. In 2003, Miller starred in the film <a title="Lockdown (film)" href="/wiki/Lockdown_(film)">Lockdown</a>. In 2004, Miller released his eleventh album, <em><a title="Good Side, Bad Side (Master P album)" href="/wiki/Good_Side,_Bad_Side_(Master_P_album)">Good Side, Bad Side</a></em> it charted number 1 on the Independent <a title="Billboards" href="/wiki/Billboards">Billboards</a> and sold 300,000 copies. <p>The IBBA&#8217;s Summer Conference will host three days of powerful information with guest to include: Program Directors, Music Directors, Record Executives and Broadcasters from Radio and Television. This year&#8217;s IBBA special guest are still being confirmed and will be announced at a later date.</p>
